The director general of the World Health Organisation, Ms Gro Harlem Brundtland, called for tobacco products “to be regulated as other drugs” during an international conference of drug regulators in Berlin
Ms Brundtland said that cigarettes were “inherently dangerous products to create addiction.”
The WHO's General Assembly in May 1999 was expected to approve the start of negotiations on a framework convention on tobacco control.
